World of Warcraft patch 4.0.1 introduced the speed normalization of all mounts. This means that rare (level 75 Journeyman riding skill) and epic (level 150 Artisan riding skill) mounts now both travel at 100% increased speed.
Because of this, it's caused the rare versions of certain BoE WoW TCG Loot mounts to become just as valuable as their epic cousins. When buying loot cards such as the Spectral Tiger, players will now have the opportunity to either utilize both versions of the mount at 100% speed -or- sell one of them on the auction house for an ungodly sum of gold.
Spectral Tigers can fetch in upwards of 100K gold on most realms. 😯
So what's the difference between the two mounts, other than one being rare and one being epic? Well… not too much really.

As you can see, the only real discernable difference is the absence of leg armor on the rare version. So really, they're not much different.
With both mounts now traveling at the same 100% increased speed post 4.0.1, it comes down to whether or not you prefer your Spectral Tiger with or without leg armor.
