The Eye of the Legion loot card is found in booster packs from the War of the Ancients expansion set.
War of the Ancients booster boxes sell for just under $100 each and contain 24 booster packs. This loot card is very common, but even at 1 in 11 packs, you could wind up spending $40-$50 trying to get lucky pulling it from a pack.
